Das Hochrangige Politische Forum der Vereinten Nationen für nachhaltige Entwicklung (HLPF), eine Unterabteilung der Generalversammlung der Vereinten Nationen und des Wirtschafts- und Sozialrats der Vereinten Nationen, ist für die gesamte Politik der Organisation im Bereich der nachhaltigen Entwicklung zuständig.
Es nimmt die ausgehandelten Erklärungen an und überprüft das Engagement und die Fortschritte der Agenda 2030 für nachhaltige Entwicklung (die 17 Ziele für nachhaltige Entwicklung, SDGs oder Global Goals).
Das Forum hat am 24. September 2013 die Kommission für nachhaltige Entwicklung abgelöst. Die Sitzungen des Forums sind für alle Mitgliedstaaten der Vereinten Nationen zugänglich.
Mandat und Aufgaben
Da das Forum sowohl dem Wirtschafts- und Sozialrat als auch der Generalversammlung unterstellt ist, finden zwei verschiedene Arten von Sitzungen statt:
- Unter der Schirmherrschaft der Generalversammlung: Einmal alle vier Jahre auf der Ebene der Staats- und Regierungschefs für einen Zeitraum von zwei Tagen.
- Unter der Schirmherrschaft des Wirtschafts- und Sozialrates: Jährlich, für einen Zeitraum von acht Tagen, einschließlich eines dreitägigen Ministersegments.
Das HLPF wurde mit dem Ziel ins Leben gerufen, die Steuerung der nachhaltigen Entwicklung bei den Vereinten Nationen zu stärken. Dies soll durch sein Mandat erreicht werden, das in Bezug auf die nachhaltige Entwicklung Folgendes vorsieht:
Resolution A/RES/66/288:
- (a) Provide political leadership, guidance and recommendations for sustainable development;
- (b) Enhance integration of the three dimensions of sustainable development...at all levels;
- (c) Provide a dynamic platform for regular dialogue...to advance sustainable development;
- (d) Ensuring the appropriate consideration of new and emerging sustainable development challenges;
- (e) Follow up and review progress in the implementation of previous United Nations sustainable development commitments;
- (g) Improve cooperation and coordination within the United Nations system on sustainable development programmes and policies;
- (i) Promote the sharing of best practices and experiences relating to the implementation of sustainable development;
- (j) Promote system-wide coherence and coordination of sustainable development policies;
Resolution A/RES/67/290:
- (a) Provide political leadership, guidance and recommendations for sustainable development,
- (b) Follow up and review progress in the implementation of sustainable development commitments,
- (c) Enhance the integration of the three dimensions of sustainable development in a holistic and cross-sectoral manner at all levels;
- (d) Ensure the appropriate consideration of new and emerging sustainable development challenges;
- (e) Devote adequate time to the discussion of the sustainable development challenges facing developing countries;
Überprüfung der Verpflichtungen im Bereich der nachhaltigen Entwicklung
Das Forum ist für das Follow-up und die Überprüfung der Fortschritte bei der Umsetzung der folgenden Verpflichtungen zur nachhaltigen Entwicklung zuständig:
- Agenda 21
- Durchführungsplan von Johannesburg
- Barbados-Aktionsprogramm
- Mauritius-Strategie
- Rio+20
- LDC-IV
sowie die einschlägigen Ergebnisse anderer Gipfeltreffen und Konferenzen der Vereinten Nationen.
Themen der Sitzungen
Seit 2013 findet jedes Jahr eine Sitzung des HLPF statt. Die Sitzungen finden jeweils im Juli statt. Aufgrund der COVID-19-Pandemie fand das Forum 2020 zum ersten Mal virtuell statt.

Geschichte
Das HLPF hat seinen Ursprung in der Kommission für nachhaltige Entwicklung (CSD), die 1992 gegründet wurde, um Folgemaßnahmen zum Konferenz über Umwelt und Entwicklung (UNCED) zu gewährleisten. Diese Kommission trat insgesamt 20 Mal zusammen, zuletzt am 20. September 2013.
Auf der Konferenz für nachhaltige Entwicklung 2012 (Rio+20) wurde beschlossen, dass die Kommission durch das Hochrangige Politische Forum für nachhaltige Entwicklung ersetzt wird. Dieses neue Forum sollte unter der Schirmherrschaft sowohl des Wirtschafts- und Sozialrats als auch der Generalversammlung tagen. Das Forum wurde am 9. Juli 2013 mit der Resolution 67/290 formell gegründet.
